From Monthly IBR Decks to Live EVMS Visibility

How we turned fragmented data into a single source of truth—and what we achieved.

The challenge

Government contractors prepare Integrated Baseline Reviews (IBRs) and monthly Contract Performance Reports (CPRs) from spreadsheets and Deltek exports — a 2-3 day process that delivers visibility that is already 4 weeks old. Program managers can see that CPI has slipped but cannot pinpoint which work packages are driving the overrun, or model what EAC looks like under different completion scenarios. The data exists in Costpoint and the schedule, but no one is seeing it together in near-real-time.

  • Deltek Costpoint contains GL actuals and cost account structures but requires manual export and pivot manipulation to produce EVMS variance tables
  • Integrated Master Schedules (IMS) exist in Microsoft Project or Primavera but are not connected to cost data — schedule performance is tracked separately from cost performance
  • Monthly CPR preparation takes 2-3 days because EVMS calculations require joining cost actuals, schedule earned value, and baseline plan from three different systems

Our approach

We built a Power BI semantic model that connects your project accounting system (Deltek Costpoint, SAP PS, or Oracle PM), ERP GL actuals, and program schedule data into a live EVMS dashboard — refreshed daily for program management decisions and weekly for CDRL reporting preparation. The model calculates Planned Value, Earned Value, and Actual Cost by Work Breakdown Structure element, computes CPI and SPI at the work package and summary WBS levels, and produces an EAC forecast based on the current cost performance trend.

  • Connect Deltek Costpoint (via ODBC or SQL Server reporting database) for cost account actuals, commitments, and budget by WBS element
  • Pull Earned Value from your IMS (Microsoft Project Server, Primavera P6) via export API or database connector for schedule performance calculations
  • Build EVMS calculation logic (PV, EV, AC, CV, SV, CPI, SPI, TCPI, EAC) as calculated measures in the Power BI semantic model
  • Configure EAC scenario analysis as a parameter-driven model so program managers can toggle between CPI-based, independent estimate, and ETC-adjusted forecasts
